Dear all,
SDU University is pleased to announce the 11th ICBCB conference, organised in collaboration with the National Academy of Sciences under the President of the Republic of Kazakhstan and the Education, Languages, and Internationalisation Network (ELINET). The conference is scheduled for 10-11 October 2024 in Qaskelen, Kazakhstan. This collaborative effort aims to bring together experts and researchers from various fields to share high-quality research on the given topic and provide the opportunity for a research network.
The conference is open to postgraduate research students as well as to academicians, researchers, managers, and practitioners to share their research findings with experts whose research connects with Education in its broadest sense. We welcome presenters and attendees from other departments at SDU University and from other higher education institutions in Kazakhstan and beyond. The conference offers a dynamic and friendly environment for postgraduate researchers to showcase and discuss their research, even if the research is still in its early stages. You do not need to have completed data collection in order to submit an abstract, as you can present e.g. a literature review-based or a theoretical paper. We invite potential presenters to consider how their research relates to changes in our world; be it about current or historic, local, or global issues. Attendees will be able to listen to colleagues from different areas of the Education Studies field; those presenting will be able to receive feedback in a diverse, constructive, and academically rigorous environment.
The conference will include a keynote programme of two panel sessions. Presenters are encouraged to submit abstracts irrespective of their relevance to this theme. We are happy to accept submissions that are related to any of the sub-themes listed below. This year we are accepting live presentations and article submissions. Please, note that both oral and article submissions will require an abstract to be uploaded first. Further information can be found on the conference webpage.
Submission Guidelines
All papers must be original and not simultaneously submitted to another journal or conference. The following paper categories are welcome:
An accepted paper included in the final program is expected to have at least one author or qualified proxy attend and present the paper at the conference. Only the papers presented at the conference will be published in the ICBCB conference proceedings “Empowering Education Beyond Boundaries”. It is our aspiration to attain recognition as a Scopus-indexed conference, thereby emphasizing the significance of originality and scholarly contribution in our academic pursuits. Please note that conference registration fees are non-refundable. (The papers presented at the conference will be available on the ICBCB - 2024 conference site.)
- The conference's working languages are English, Kazakh and Russian.
- The papers are presented in 10 minutes + 5 minutes for Q&A.
- Conference papers should be designed following the template

All submissions and inquiries should be directed to the website (www.icbcb.sdu.edu.kz). Papers sent later than deadlines will NOT be accepted.
- The authors will have full responsibility for the accuracy and authenticity of their papers.
- All submitted abstracts shall undergo a revision process for acceptance by the conference committee.
- Having sent the article, the author confirms and assigns their copyright to ICBCB 2024.
- Authors of the accepted papers included in the final program will receive recommendations from the Technical Committee.
SUBMISSION PROCEDURE
SDU University is inviting submissions of papers relevant to the thematic areas outlined above. Authors are requested to submit abstracts of 150 - 200 words by July 30, 2024, to icbcb@sdu.edu.kz. Notifications regarding the acceptance of abstracts will be sent by August 26, 2024. Full manuscripts, with a maximum word count of 5000 to 7000 including references, should be submitted to the same email address by September 15, 2024.
All submissions must include the following details on a separate cover page:
● Title of the paper
● Name(s) of the author(s) in the intended order of authorship, along with their organisational affiliation(s), scientific degree(s), and email address(es)
● Corresponding author's email
● Word count of the manuscript
Manuscripts and presentations can be in Kazakh, English, and Russian. Submissions will undergo a thorough review by ICBCB Publication Board and External Review Board members, assessing based on the following criteria:
● Significance/contribution to the field
● Relevance to the conference theme
● Aims and purposes
● Theoretical foundation
● Methodology
● Results and policy recommendations
● Conclusion

Speaker 1 Stephen Krashen is a professor Emeritus, at the University of Southern California. Since 1971, he has published over 500 books and articles in the fields of language acquisition and literacy development. When he was in the third grade, he was placed in the lowest reading group. His father brought home comic books. After one year, he was in the highest reading group.

Speaker 2 Dr. Daniel Hernández-Torrano works as an Associate Professor in Educational Psychology at the Graduate School of Education at Nazarbayev University. Earlier in his career, he held research positions at the University College London (UK), Universidade do Minho (Portugal), and the University of Connecticut (USA). He teaches graduate courses in quantitative research methodology, educational psychology, and inclusive education. His current research focuses on young populations' mental health and well-being, the role of affect and emotions in learning, and the personal and contextual factors that promote excellence and equity in education contexts.

Speaker 3 Dr. Jim McKinley is a Professor of Applied Linguistics at University College London, and an Honorary Research Fellow at the University of Oxford, Department of Education. He has taught in higher education in the UK, Japan, Australia, and Uganda, as well as in US schools. His research targets the implications of globalization for L2 writing, language education, and higher education studies, particularly the teaching-research nexus and English medium instruction. Jim is co-author and co-editor of several books on research methods in applied linguistics. He is an Editor-in-Chief of the journal System and a co-Editor of the Cambridge Elements series Language Teaching.

Speaker 4 Leila Loupis is the Network Coordinator for the new Schools+ Network of the Organisation for Economic Cooperation and Development (OECD). Previously she was working at UNESCO as the Senior Project Officer in the Secretariat of the International Task Force on Teachers for Education 2030, as well as serving in the team which produces the Global Education Monitoring Report as both Operations and Communications Manager. She has also worked in UNESCO’s statistical branch as well as in the public sector in the Government of New South Wales, Australia. Leila holds a Masters’ Degree in Public Affairs – International Development from the University of York as well as degrees in Communications and Arts from both France and Australia.

Speaker 5 Dr Hideo Ozaki is Associate Professor in the Faculty of Letters and Director of the World Language Center at Soka University, Japan. His research interests are in humanistic English language education, second language acquisition and the complex dynamic systems, and global citizenship education. His recent publication includes Learners’ Definition of Courage and Adaptive Behavior in 2023, which marks the starting point to amalgamate his multiple research interests into his final goal to foster global citizens.

Speaker 6 Prof Tsediso Michael Makoelle is the Vice Dean for Research and Full Professor at the Nazarbayev University Graduate School of Education, Kazakhstan. He is also a visiting research fellow at the International Laboratory of the Social Integration Research of the National Research University Higher School of Economics, Moscow, Russia. A recipient of the recipients of the prestigious Nelson Mandela Scholarship to the United Kingdom (UK). He holds the degrees of Doctor of Philosophy (PhD) in Inclusive Education from the University of Manchester, UK and a Doctor of Education (D Ed) in Education Management and Leadership from the University of South Africa (UNISA). Prof Makoelle’s span of teaching and research experience stretches for over 30 years with the focus being on secondary and higher education. He has written and published extensively on the topics of inclusive education and educational leadership, management, governance, and administration for both national and international audiences and readership. Prof Makoelle has supervised many Master's and Ph.D. students. He is a member of several international research bodies. He is a reviewer of grants and funding applications for the South African National Research Foundation (NRF), reviewed papers for several international Scopus and Web of Science journals, and evaluated research theses for several universities in South Africa and abroad. He has also reviewed postgraduate courses and programs for many universities and serves on the editorial boards of several international Journals. He has collaborated with universities from the US, UK, Europe, Russia, and Africa.

The conference materials will be published by “Empowering Education Beyond Boundaries” journal and electronic proceedings will be available on “www.icbcb.sdu.edu.kz” conference site.

The conference will be held at SDU Univesrity in Kaskelen, Kazakhstan.
