Ownership Change

If user A who created a conference in EasyChair is unable to run it and wants to transfer ownership to a different user B, this should be done as follows.

1. Using the license manager role for this conference, user A should add B as a license manager too. User A should also give B a supermanager permission
2. Using the chair role for this conference, user A should add B as a chair too

If A should not have access to the conference at all, user B can then delete A both from the list of conference managers and from chairs.
