Abstract

The present paper aims to analyze public governance practices and mechanisms, which involve leadership, strategy and accountability, which make up the governance capacity of federal public organizations in Brazil. The qualitative methodology has an applied character, supported by exploratory and descriptive research, carried out based on documentary analysis and various data, related to the survey of the Federal Court of Accounts (TCU) with the federal agencies and entities carried out in 2017 and 2018 with a comparative approach. The results achieved indicate that, on average, among the 16 public organizational types, banks achieved the best index of capacity in public governance in both 2017 and 2018. It is expected that the analyzes and results contained in this work contribute to the knowledge and improvement of public governance mechanisms and their good practices in all Brazilian public administration.
