Modeling and Strategic Design of Multi-Layered Aggregation and Control for Flexible Loads

Abstract

With the continuous development of new energy generation and power systems, there is an urgent need to enhance the regulation capabilities of the power system. This paper is dedicated to transforming potential flexible load resources into practically adjustable system resources, proposing a three-layer aggregation and control framework: "User - Load Aggregator - Grid Operator." Three types of market entities' behavioral decision joint optimization models are introduced, covering user electricity consumption strategies, load aggregator bidding strategies, and grid operator regulation resource invocation strategies. Case simulations address the supply-demand gap caused by the intermittent output drop in new energy sources, achieving source-load adjustment resource invocation in the day-ahead electricity peak shaving service market. The case studies demonstrate that the proposed multi-layer aggregation and control model, along with its associated strategies, can achieve optimal adjustment of user flexible loads. Furthermore, load aggregators and grid operators can maximize their respective profits and achieve optimal balance at their operational levels.
